The SAVE Act doesn’t just add voter ID requirements to register to vote — it restructures the entire election system, at the Federal level.
The Save Act creates a new Federal system designed to disenfranchise voters.
Here’s how:
The SAVE Act would give DHS a central role in verifying voter eligibility, using federal systems to flag voters — raising real risks of errors and disenfranchisement, especially with election-denier Markwayne Mullin now leading the department.
Here is where you’ll initially be checked for eligibility beginning a process that is designed to purge voter rolls.
An algorithm will search all voter rolls for noncitizens who are registered to vote.

Of the 137 million votes cast in the 2016 general election only an estimated 174 incidents of fraudulent voting of all kinds were referred for further investigation or prosecution. In other words, improper votes accounted for 0.0001 percent of the 2016 votes in those jurisdictions. The 2020 numbers were roughly the same.
The SAVE Act is addressing a nearly nonexistent problem that will create real barriers for millions of eligible Americans.
The algorithm flags people based on incomplete or imperfect data. Even a tiny error rate affects millions.
Under the SAVE Act, if you are purged from voter rolls by the federal government, you may not know that this has occurred until you show up in your state to vote. The bill imposes no requirement that voters be notified if they are purged.
IF you’re notified, correcting the record will be a bureaucratic nightmare.
This is where ID requirements come into play. The bill would impose voter ID requirements — not as a safeguard against fraud, but as another barrier to voting.
For anyone wrongfully purged from voter rolls, the SAVE Act will allow you to re-register, but it will be nearly impossible to remedy in time.
A driver’s license or another state-sanctioned identification won’t cut it. Now, you’ll have to produce proof of citizenship, i.e. a passport (which only about half of Americans have) or a birth certificate (which many cannot easily access). And if you married and changed your name, well, no one knows what ID you need register. That’s right married women may have difficulty registering to vote because the bill does not specify what documents would be accepted.
An estimated 70 million women have changed their name at marriage. For these women, their current legal name would not match the name on their birth certificate. As a result, should the SAVE Act be implemented, these voters could not use their birth certificate to prove US citizenship in order to register or update their registration.
Instead, the bill requires states to “set up” a process to accommodate this. It will cost you time and money and you’ll have to present your “papers” in person.
There is a distinct possibility that individuals who do not have a birth certificate matching their current legal name, i.e. married women who changed their names, won’t be given the chance to provide supplementary documentation.
The bill text does not lay out what additional documentation would be accepted.
So, voter ID comes in only at the very end — after the system flags you as ineligible and forces you to prove it wrong and that’s IF you are made aware of it.
This isn’t theory. It’s structural. Baked into the bill.
Registering for the first time? All first-time registrations will be subject to proof of citizenship via in-person documentation.
The effect is systematic disenfranchisement “by procedure” rather than an outright ban — which makes it much harder to detect, challenge, or measure.
The SAVE Act doesn’t explicitly ban anyone from voting — it makes world famous plumber, steakhouse owner, MMA fighter and 2020 election denier Secretary of Homeland Security Markwayne Mullin the gatekeeper.
Millions of eligible voters could get trapped in this process, including election officials who face criminal prosecution if they register a voter without proper documentation, even if that person is an American citizen.

In short: The SAVE Act makes the voting process itself a barrier and with election-denier Markwayne Mullin running DHS, the risk of disenfranchising millions is real.
